Horizontally Perforated 12 10¢ Coil, Used Single.
The US government never produced a horizontally perforated 12 10¢ coil and there is no imperforate stock from which to add perforations to make such a coil. The only answer to this is that the suspect is either a Scott #338 (double line watermark) or a Scott #381 (single line watermark) single that has had the perforations trimmed away from the left and right sides. The suspect was dipped in watermark fluid but a watermark did not present itself. The 10¢ issue is notoriously difficult to watermark because of the yellow color. The only way that I was able to see the watermark was to digitally apply a cyan filter, decrease the brightness and increase the contrast. The images below show the suspect in watermark fluid in natural light (left) and enhanced (right).
The watermark is a single line reversed “S” in the lower left corner. Conclusion: In my opinion the suspect is a Scott #381 with the left and right perforations trimmed off. Reference material used:
